How buying land in Wayanad actually works

Most buyers we speak to have never registered land in Kerala before. This page sets out the real sequence, the offices involved, and what each stage costs. Nothing here is specific to a plot — it applies to any purchase in Wayanad.

1

Shortlist and site visit

Photographs and videos cannot show slope, drainage or how the access road behaves in monsoon. Visit the plot. Walk the boundary. If you cannot travel, send someone with written authorisation.

2

Fair value check

Every survey number in Kerala has a government-notified fair value. You can look it up at igr.kerala.gov.in. Stamp duty is calculated on the fair value or the agreed consideration, whichever is higher — so the fair value sets a floor on your registration cost regardless of what you negotiate.

3

Token advance

A token amount confirms intent and takes the plot off the market while documents are scrutinised. Get a written receipt stating the amount, the survey number, the extent, the agreed price, and the date by which registration will happen.

4

Document scrutiny

This is the stage where deals should die if they are going to die. See our document checklist below. Scrutiny is done by a lawyer, not by a broker.

5

Deed drafting

A document writer prepares the sale deed. Read it before the registration date, not on it. Check the survey number, the extent in cents, the boundary description and the names against the title deed.

6

Registration

Done at the Sub-Registrar Office with both parties present, or with a valid Power of Attorney. Stamp duty and registration fee are paid at this point.

7

Collecting the registered deed

The registered document is collected from the Sub-Registrar Office after processing. Keep the original in a bank locker and work from certified copies.

8

Pokkuvaravu (mutation)

Registration transfers ownership. Pokkuvaravu updates the village records so the land tax is raised in your name. File it at the village office. Until this is done, the revenue records still show the previous owner.

What it costs, beyond the price of the land

Budget for these on top of the agreed price. Rates change — confirm current figures before you register.

Stamp duty and registration feeCalculated together on the fair value or the consideration, whichever is higher. Confirm the current combined rate with the Sub-Registrar Office before budgeting.
Document writer feeVaries by writer, against a common slab.
Legal scrutinyLawyer's fee for title and encumbrance verification.
SurveyorLicensed surveyor's fee for a location and boundary sketch.
PokkuvaravuVillage office fee for mutation of records.
Land taxPayable annually once the land is in your name.

These are the standard costs. If anyone asks you for a payment that is not on this list, ask what it is for and get it in writing.
